Create Back ground:

Step-1

Draw Radial gradient (light gray and dark gray colors) using “Gradient Tool (G)”

Add little bit of noise (filter >> noise >> Add noise) to remove banding from the above image.

Step-2

Type text with “Ubuntu-Title” font style with blue color (#52A6EE). Take font size as per your requirement.

Set following layer styles to the text.

You supposed to get result like this…

Step-4

Press “Ctrl” and left click of mouse on the text layer to make selection of the text.

Step-5

Create new layer (Ctrl + Shift + N).

Go to Select >> Modify >> Contract. Set contract option to 10

Fill it with white color in the new layer.

Blur(Gaussian blur) it a little bit to look like this….

Step-6

Lets add some particles.

For this, select following brush style and properties.

Step-7

Select white color and draw particles in a new layer like this…

Step-8

Duplicate the particles layer and blur(Gaussian blur) it to 1.3 pixels to get result like this…

Step-9

Finally, lets add frames .

Select Rounded rectangle tool with following properties.

Draw frame and make selection.

Hide drawn frame and add stroke(Edit >> Stroke) to the selection in new layer with width 15pixel.

Add bevel and emboss

You get result like this.

Step-10

Duplicate the frame layer and remove “bevel and emboss” effect.

Move the duplicated layer below original layer.

Blur(Gaussian) it to get result like this….

Similarly add two more frames.
